Tryon subdivision on planning agenda

Members of the Wake Forest Planning Board will be faced with a rezoning request for a major subdivision Tuesday night, June 3.

Tryon WF LLC of Knightdale wants a rezoning from Wake County’s R-30 and R-80W to conditional use GR 10 for 279 single-family lots and 136 townhouse lots on 131.49 acres south of Oak Grove Church Road. The land, currently five lots served by a dirt street, Copper Beech Lane, is immediately west of the King’s Glen subdivision now being constructed.

The current land owners – Virginia and Mark Byckowski, Michael and Connie Flynn, Roddy Norvoroli, Debbie Grissom and Margaret Williams – have petitioned for annexation, but the public hearing on that question was delayed at the town board’s May 20 meeting for action, maybe, at the June 17 meeting because of the pending subdivision request.

The northwestern portion of the land, 7.92 acres, is in the watershed for the Smith Creek Reservoir. The applicant wants to remove the land from the watershed by grading the lots so all stormwater runoff is directed away from the watershed. North Carolina law allows for modification of watershed boundaries by local governments.

The land is cut by streams, including Austin Creek, and has one pond and a substantial area of wetlands.

The proposed plan includes an amenities facility and a neighborhood park as well as open space along stream buffers and wetlands. There will be soft trails that could connect to a greenway in the future.

Copper Beech Lane and a second new street will be the major collector streets and will have a center median with landscaping. Copper Beech will be stubbed at the property line to allow for a future connection to Averette Road.

The owner has agreed to an $80,000 contribution for a traffic signal where Middlegame Way, the entrance to Bishops Grant subdivision, meets N.C. 98. Residents in Tryon will be able to reach N.C. 98 through the streets in King’s Glen and Bishop’s Grant.

The connection to Oak Grove Church Road will be part of the first phase of construction, and all construction traffic will have to use that connection.

The hearing will begin at 7:30 p.m. in the second floor meeting room in Wake Forest Town Hall, which has access from both Brooks Street and South Taylor Street.

This will be a legislative hearing, not a quasi-judicial hearing, and any interested person may speak for or against the rezoning.
