The much-needed traffic signal for the South Franklin Street/N.C. 98 Bypass (Dr. Calvin Jones Highway) is slated to be installed this year, Wake Forest Planning Director Chip Russell said at the close of Tuesday night’s planning board meeting.
The agreement with the state Department of Transportation for that signal is on the agenda for the town board’s Feb. 17 meeting.
Russell also said that the town has an agreement with DOT to install a signal at the Marshall Farm/Rogers Road intersection. “We are awaiting an agreement from DOT for a signal at the Chalk Road/Jones Dairy Road intersection.”
Wednesday morning Russell said in an email, “These are the 3 signal agreements. Unless something changes at NCDOT, these signals should be constructed in 2015.”
A fourth intersection that worries people because of the recent fatal accident there and long-standing congestion, Caveness Farm Avenue and Capital Boulevard, will be reconstructed as part of the construction of Sam’s Club. There will be two synchronized traffic signals, one at Caveness Farm Avenue and Capital and one at an unnamed driveway and Capital, as well as added lanes and other improvements on Capital. DOT had approved the traffic improvement plan before the town approved the Sam’s Club special use permit. There was a description of the traffic plan in the June 25, 2014, Gazette.
The plan for the traffic improvements and the construction of Sam’s Club was approved by the Wake Forest Town Board in July 2014, and construction apparently could begin this spring.
“The Sam’s construction plans are to a point that they are ready to be signed by all reviewers,” Senior Planner Charlie Yokley replied to an email Wednesday (today). “We’re just waiting for a signature set to be submitted. The street improvements will have to be completed prior to the issuance of a Certificate of Occupancy for the building.”
