Future projects–Technical Review Committee

The Technical Review Committee met on Jan. 2 and reviewed the following:

*Devon Square Construction drawings submitted by Stewart proposing 126 detached single-family residential lots and 152 townhouses on about 44 acres.

*Janko Minor master plan submitted by Taylor Blakely to add a second 5,050-square-foot building used for major repair and body work at 9912 Capital Boulevard on about 1.14 acres. The property is zones highway business.

*Merritt Unicon Industrial Park Minot site master plan submitted by WithersRavenel for a 452,500-square-foot industrial/flex park and major subdivision creating four lots. The parcel is zoned light industrial.

The Technical Committee met on Jan. 30 to review the following:

*Town of Wake Forest Smith Creek Greenway Phase 2 Master plan submitted by Stewart proposing 1.38 miles public greenway.

*Town of Wake Forest Smith Creek Greenway Phase 3 Master plan submitted by Stewart proposing 1.17 miles of public greenway.

*Holding Village North Lake Off-Site Improvements Construction drawings submitted by Kimley-Horn for the roadway improvements on North Franklin Street, Main Street and Friendship Chapel Road associated with Holding Village TIA, its transportation improvement plan.

*Holding Village Multi-Family Construction drawings submitted by McAdams proposing 320 units on approximately 17.18 acres, part of a larger, 112-acre site) immediately south of the N.C. 98 Bypass and probably to the west of the planned extension of South Franklin Street.

*Forest Pines Retirement Community Master plan submitted by Dinsmore and Shohl proposing 130 multi-family units on about 21.06 acres and owned by Weingarten Investments in Houston, Texas. The acreage, which has frontage on both Caveness Farms Avenue and Royall Cotton Road, is the last undeveloped land that was once meant to be a shopping center with 40 acres fronting on Capital Boulevard, The Shoppes at Caveness Farms, and 40 acres to the east slated for residential, probably apartments.  The two were divided by a deep gully and stream. The planning board dashed hopes for the plan in September of 2004. Instead, Sam’s Club on Caveness Farm Avenue and Royall Cotton Road and Woodfield Creek Apartments on Caveness Farm Avenue and Ligon Mill Road have been developed.

The Technical Review Committee met on Dec. 5 to review the following:

*Holding Village South Lake Phases 5-8 Construction drawings submitted by McAdams for 208 single-family dwelling units and 68 townhouses on about 120.57 acres immediately south of the N.C. 98 Bypass.

*Puryear Storage Yard Minor site master plan submitted by Red Line Engineering for a storage yard in a light industrial district.

*Finger Lakes Drive Construction drawings submitted by Red Line Engineering for a 33,750-square-foot commercial building on a proposed 4.58-acre lot.

*Wheat Field Shopping Center Construction drawings submitted by Red Line Engineering for four commercial buildings on 5.32 acres at 1009 Forestville Road.

*Wake Prep Academy Major master plan by Civil & Environmental Consultants for two large buildings, 56,000 and 75,000 square feet each, on a 35-acre lot on Harris Road. Jane Harris Pate owns 68 acres on both sides of Harris Road with some land fronting on Capital Boulevard. It is not clear where the 35 acres will be.

*Radford Glen Master plan submitted by BNK for 172 dwelling units on 45.95 acres currently zoned rural holding. The applicant has proposed to rezone the land to conditional use urban residential and conditional use residential mixed use.

*Meridian at Rogers Branch Construction drawings by BNK for 264 multi-family units on Rogers Branch Road, about 12.3 acres.

*Forbes Infrastructure Construction drawings by Ramey Kemp for the public roads infrastructure for the Forbes PUD on both sides of the N.C. 98 Bypass.

Future Projects – Design Review Board

The Design Review Board met on Dec. 12 to review the following:

*Wheat Field Shopping Center Request by Design Development Architects for major architectural design review of the proposed Wheat Field Shopping Center at 1009 Forestville Road.

The Design Review Board met on Jan. 10 and considered a request by McGahey Design Inc. for a major architectural design review for a proposed building for Moffat Pipe Inc. at 0 Burlington Mills Road.

Commercial plans under review as of November 2019

*Wegmans grocery store on Forbes Road and the N.C. 98 Bypass. This is in the early stages with rock removal and blasting.

*Wheat Field Shopping Center at 1009 Forestville Road will be retail.

*Eagle Stop will be a gas station at 11670 Northpark Drive.

*Eagle Stop will be a gas station at 8824 Ligon Mill Road.

*Forbes Property Infrastructure Plans on Forbes Road for the planned unit development on both sides of NC 98 Bypass on land that was the Forbes family farm.

*City of Raleigh Water Quality Lab at 10700 Star Road will be an office and lab.

*Rookie’s Restaurant is planned at 11200 Capital Boulevard.

*Super Deal Tire and Muffler offers auto services at 538 South White Street.

*Finger Lakes Drive Lot 3 is a plan for a light industrial building. Finger Lakes Drive runs east from Unicon Drive and the lot is serves abuts Burlington Mills Road.

*1628 South Main Street will be office and retail.

*Heritage Corner Retail at the corner of South Franklin Street and Rogers Road will be shops and restaurants.

*Puryear storage yard on Unicon Drive will be an industrial use.

*Wake Preparatory Academy on Harris Road will be a school.

*Sweere properties at 2804 Crusher Run will be an industrial use.

Commercial plans approved, not yet built

*The Tru Hotel on Wake Union Church Road and Hampton Way Drive is nearly ready for construction. Development Services Manager Jennifer said recently that the  construction drawings are ready to be approved pending the design review board review of the architecture and the Board of Commissioner consideration of an annexation petition for one of the parcels.

*Fifth Third Bank on Capital Boulevard is set for construction once a pre-construction meeting is held, Currin said.

*Rogers Road Retail has been approved and is under construction next to the Sam’s Express, Currin said.

Residential plans under review in November 2019

*Kinsley on both sides of North Main Street and along Stephen Taylor Road in Franklin County, 203 acres in all with a new number of dwelling units – 401 single-family lots and 411 townhouse lots – 812 in all. This may not reach the planning board until mid-2020.

*Kitchin Farms Phase 2 on Burlington Mills and Ligon Mill roads for 123 single-family lots. The master plan has been approved.

*Austin Creek Phases 6 & 7 on Wait Avenue are for 67 single-family lots.

*Ledge Rock Green would be a 22-lot single-family home subdivision on NC 98.

*Averette Subdivision on Averette Road would have 687 single-family lots and 294 townhouses, 981 in all. This will be heard by the Wake Forest Planning Board in March.

*Meridian Rogers Branch Apartments on Rogers Branch Road is planned for 264 units. The Wake Forest Town Board has approved this project.

*Greenway Village at Heritage on South Franklin Street has been approved for 108 apartments.

*Siena Drive Phase 1 & 2 Revisions is for a townhouse development with 96 units.

*Cottages at Cardinal Hills at 850 Wait Avenue is for 30 single-family lots.

*Legacy Heritage, an apartment complex of 307 units at the N.C. 98 Bypass, Heritage Lake Road and Friendship Chapel Road, has been approved by the town board.

*Holding Village South Lake Phase 4 along South Franklin Street is for 25 single-family lots.

*Crenshaw Trace will be a four-story apartment building on Durham Road with 68 units for people 55 and older who will not have to pay more than 30 percent of their income for rent.

*Everly amendment for the subdivision on Stephen Taylor Road to increase the plan to 173 lots.

*Brewer Circle subdivision calls for nine lots.

*Stonegate at St. Andrews is asking for 30 single-family lots of Rainy Lake Street.

*Devon Square on Capital Boulevard will have 127 single-family lots at the rear of the lot and 156 townhouse lots facing the highway.

*Willows Phase 3 on Traditions Grande Boulevard calls for 16 townhouses.

*Wait Avenue Condos will be in the multi-story building at the northwest corner of Wait and Franklin Street, and the plan recently submitted eliminates the nonresidential part and proposes to build only 56 multifamily units.

Holding Village North Lake Phases 5-8 along South Franklin Street are planned for 208 single-family lots and 156 townhouse lots. The developer will also be constructing the new section of South Franklin Street which will meet the N.C. 98 Bypass.

There is still more development planned and possible in Holding Village. Currin said the planning department has also received construction drawings for the Holding Village apartments. In addition, “There is also a portion of a parcel north of Friendship Baptist Church, adjacent to the Bypass, and a smaller tract off S. Franklin St. that are part of Holding Village and could be developed.”

*Radford Glen is planned for the south side of Wait Avenue with 172 single-family lots on 45.95 acres.
