The Palisades at Wake Forest, a complex of seven apartment buildings, a clubhouse, four garages and a trash compactor along West Ligon Mill Road, was permitted by the Wake Forest Inspections Department in November. The 188 apartments added to the 37 single-family homes, five townhouses and one mobile home to make a 2019 record of 231 new homes.
The Palisades will offer one-, two-, and three-bedroom apartments with access from Ligon Mill and two subdivision streets, Longbourn Drive and Stone Monument Drive, which connect to Forbes Road for access to South Main Street. The complex abuts Reynolds Mill subdivision on the north.
Jennifer Currin, the development services manager, said the 19.42 acres was zoned for conditional use general residential 10 in 2005, “which allowed multifamily to be developed on the site. The information we have on the breakdown of the number of units is that there will be 60 one-bedroom units and 128 two- and three-bedroom units. Staff is not aware of the split between two and three bedroom units.”
Also, Currin said the maximum building height is three stories, but there are “a couple” of buildings next to the Reynolds Mill subdivision that are three/four splits because of the grade of the land. A Duke Energy overhead transmission line splits the tract, and there will be five apartment buildings to the north with two apartment buildings and the clubhouse to the south. A private drive between parking lots will connect the two areas.
The Palisades owner, Triangle Real Estate, paid $510,368 in fees for the seven apartment buildings which will add $14,055,400 to the town’s tax base. They also paid fees of $368.27 for the clubhouse and $6,905.44 for the garages and trash compactor. Those accessory structures will add $37,500 and $65,756, respectively, to the tax base.
Also in November there was one more commercial building, the Spanish For Fun Daycare at 3220 Rogers Road, where Windsor Contracting LLC is the builder and paid $20,790.15 in fees for a structure estimated to add $1,824,890 to the tax base.
Inspectors approved four fit-ups: Ads N’ Art at 1223 Hampton Way Drive, Suite 500; Heritage Animal Hospital at 1608 Heritage Commerce Court, Suite 150; South Forest Business Park at 5103 Unicon Drive; and Image Studios 360 at 11480 Capital Boulevard, Suite 100. Inspectors also signed off on three pre-occupancy inspections: Van Orden Bookkeeping Services at 116 South Brooks Street; Carolina Cure at 5107 Unicon Drive, Suite A; and Perkins & Will at 414 Wait Avenue.
Ernest B. Tharrington Jr. is the owner of the new mobile home at 106 Quail Crossing, and he paid $240 in fees for a structure that will add $2,500 to the tax base.
D.R. Horton will build the five townhouses along Treetop Meadow Lane in Traditions and paid $6,752.25 in fees for buildings that will add $628,000 to the tax base.
Each dwelling unit in Wake Forest must pay two impact fees: the Fire Protection Facility Fee and the Recreation Facility Fee. The fire impact fee is $337 for each single-family detached unit and $253 for each single-family attached unit. The recreation fee is $2,871 for each single-family detached and mobile home, and $1,713 for each single-family attached and multi-family units.
Currin said some subdivisions get credit for recreation fees “depending on the improvements they propose (land dedication to the town, construction of public greenway, submit payment in lieu).” Those active projects that either have pro-rated recreation fees or were credited with recreation fees are Austin Creek, Bennett Park, Bishops Grant, Holding Village North Lake but not phases 1-3 in South Lake, Kitchin Farms, Richland Hills, Twin Creeks, The Reserve, The Retreat at Renaissance, Creek View Townhomes, Willows at Traditions, Orchards at Traditions (formerly called Woodlands), Traditions phases 2A, 2B, 2C and 2D, Del Webb at Traditions and Traditions Southwest.

Apartments are not HOMES. Apartments are a business investment, with renters paying the bills. Renters usually do not have a vested interest in the town as opposed to homeowners who put down roots. I have seen Wake Forest become an apartment haven in the last 3 to 4 years. When will the supply become greater than the demand?
