October permits = nearly 1,000 new residents

During October the Wake Forest Inspections Department issued permits that will result in close to 1,000 new residents within a few months or two to three years.

The biggest bump will come from the 298 apartments in the Legacy Falls apartment project in the triangle of 26.68 acres between the N.C. 98 Bypass, Durham Road and Debarmore Street, 843 people. They will live in the 21 multi-family buildings that were permitted. See a sidebar article in this issue about the time it takes full build-out of large projects.

Next are the 29 new single-family homes in a number of subdivisions that will house about 82 people. The Gazette is using the Wake Forest Planning Department’s rule of thumb, which says 2.83 people will live in our housing units, regardless of type, with a 92.5 percent occupancy rate.

The inspections department also permitted 14 new townhouses – 40 occupants – and two duplexes – six occupants.

The total is 971 new residents. Assistant Planning Director Charlie Yokley said the current population number the department uses is 39,012.

Legacy Falls will add seven new street names: Bradford Park Road, Legacy Falls Drive, Woodland Hills Trail, Quinn Road, Piper Station Road, Wymberly Glen Drive and Whispering Forest Lane.  The developer, GCI Construction LLC, an Ohio firm with an office in Raleigh, paid $509,718 in fees for the 21 buildings and estimated the built improvement value at just under $20 million. Ten of the units will be carriage-style with one-story apartments above garages; the remaining buildings will be three stories but will not have elevators.

Legacy Falls was approved by the town in September of 2015. The land has been cleared, leaving undisturbed buffer areas with trees in the center where there are streams and on the south side where there is a small stream. All the buffers are 100 feet wide on each side of the streams because GCI Construction has chosen the high-density option for the land in the Falls Lake watershed, which allows for 70 percent impervious area.

There are to be three full-movement driveways, two on Debarmore Street and one on Durham Road (N.C. 98 business). The zoning is residential mixed-use.

In addition to the apartment buildings, GCI Construction also was issued a permit for a commercial building, the clubhouse and amenity center at Legacy Falls. They paid $10,116.17 in fees for a building that will add $36,325 to the tax base.

The 14 townhouses are being constructed by two companies, Capital City Homes and D.R. Horton Inc. Capital City Homes will build five along Grandmaster Way in an area called The Preserve at Bishops Grant, and D.R. Horton will build nine on Oak Forest View Lane in the Franklin County section of Richland Hills subdivision. The developers paid $62,948.25 in fees, an average of $4,496.30 for each unit. The Grandmaster unit will each add almost $200,000 to the tax base, the builder estimated, and the Oak Forest View units will add $90,000 to $95,000 to the tax base.

The two duplexes will be built by Focus Design Builders of Wake Forest, one at 345 East Pine Avenue and one at 305 North Taylor Street. Focus Design Builders paid $20,623.75 in fees and estimated each of the duplexes will add $100,000 to the tax base.

There was also a permit for the future Lidl discount grocery store at 1120 South Main Street – actually the southwest quadrant where the N.C. 98 Bypass crosses South Main. Ashland Construction Company paid $66,599.77 in fees for a 36,000-square-foot building that is estimated to add $5,275,550 to the tax base.

The 29 single-family homes are listed below by applicant, address, subdivision, stream basin, fees paid, square footage and estimated improvement value. Together they will add $5,722,263 to the tax base.
