March or later for Averette, Kinsley hearings

Although the Wake Forest Town Board announced on Jan. 21 that there would be a public hearing about the proposed Averette-Tryon subdivision in February, Development Services Manager Jennifer Currin said later that week that the department had received a request from the applicant to postpone the public hearing until at least March.

This will be the second public hearing before the town and planning boards. The first was on Oct. 1, when the planning board voted seven to one not to recommend approval of the large project planned for 677 single-family homes and 288 townhouses on two-lane roads. Many neighbors objected to the plan.

The town commissioners punted on Oct. 15, continuing questions about the annexation, rezoning and master plan until November. The applicant requested a new hearing in which they would submit revised plans.

Currin also said that the public hearing for the Cottages at Cardinal Hills would probably be in March or April. “Currently, there are no tentative dates scheduled for Kinsley or Radford Glen.”

The Cottages at Cardinal Hills is proposed as 30 residential units in three sections off Cardinal Hills Drive. The houses will have communal parking areas and will be reached by paths. The plan was submitted by Red Line Engineering.

Kinsley is another large subdivision, 764 dwelling units on 203 acres that sprawl on both sides of North Main Street in Wake and Franklin counties. It is case RZ-19-02 and was submitted for review in the planning department on March 4 of this year.

Included are five parcels on the west side of North Main Street formerly owned by Calvin Ray Sr. and his wife and now owned by Calvin Ray Jr. and Mary Ann Hughes. Together the parcels are about 65 acres.

On the east side of North Main Street in Wake County the 58.74 acres were owned by Owen Wadford before his death and are now owned by Site Investments LLC from Knightdale. The rest of the affected acreage, 70 or so acres, is also on the east side of North Main in Franklin County and was also owned by Wadford before his death.

For Kinsley, Priest Craven & Associates submitted a plan for a planned unit development (PUD) with 30 phases in the construction schedule for a mix of townhouses and single-family lots. All the townhouses will be rear-loaded, driveway and garage in the back.

Radford Glen is proposed for the south side of Wait Avenue east of Jones Dairy Road on a property of about 47 acres owned by former mayor George Mackie, the Mackie Family LLC and Glendora Keeton Heirs. The plan calls for 172 single-family lots.
